"The general policies, scope and procedures of the Pyramid Lake Tribal Health Clinic shall be determined by a Health Board that consists of five members, two (2) Tribal Council members and three (3) community members. The affairs of the Pyramid Lake Tribal Health Clinic shall be managed by the Health Board composed of five persons."
